EXECUTIVE SUMMARY
- The Compassion Capital Fund (CCF) is administered through the Office
of Community Services, Administration for Children and Families (ACF),
within the Department of Health and Human Services.
- Consistent with the administration’s emphasis on effective performance
measurement, ACF has implemented a multi-phased evaluation strategy
for the CCF Program.
- The initial phase of the evaluation is a retrospective examination
of organizational change generated among a sample of faith-based and
community organizations (FBCOs) that received support from intermediaries
funded during the 2002 CCF grant cycle.
- CCF Intermediaries provided FBCOs with:
- – Sub-awards
- – One-on-one technical assistance
- – Training
